You cannot fish a wire through a concrete block wall. That single fact shapes every other decision on a rewire like this one.

This house is the Central Florida standard: single story, block exterior walls, slab on grade, and a garage corner that holds the panel, the water heater and the furnace all at once. The panel in the photo is open with the dead front off, which is the only way anyone can actually judge one. Look at the top of the enclosure. Every new home run comes in through its own connector, the cables are formed rather than crammed, and there is slack left at each termination so a future electrician can move a circuit without adding a splice. Do the water heater and air handler get rewired too?
